Last I heard it is not possible to get a Vietnam visa on arrival at any border crossing or airport.
Sugest you apply in Phnom Phen or Bangkok before attempting to cross into Vietnam.

The internet based eVisa system for Cambodia is fantastic and I hope this becomes a trend for everyother country - soon.

Or you can have a travel agent in Vietnam do this for you. They can get your visa approval in a day or two. You just send them a copy of your passport page, date of arrival and entry point and they will arrange things with their authorities. They then email you to advise that your visa has been approved and request payment of US25 and then they email you the approval letter. You can't get a visa on arrival in Vietnam - you must have a visa or letter from immigration authorites to say your visa is approved. We had to produce it on check in at the airport at home. When you arrive in Vietnam, you show your visa at a counter at arrival point and your visa is there waiting for you for 25USD. We used Tonkin Travel for this (found them with a google search for Vietnam travel agents) and they had our visa approval letter in 24 hours.
