May is low season and there are some bargains to be had sometimes book days get the equal amount of days free.
July is main holiday season even though it is very hot and humid in Thailand the Europeans especially have their hols then.
Order in which to visit
Bangkok and Pattaya go together in terms of travelling so I don't suppose it matters in which order you do it.
That time of year you should not have much problem with getting accommodation just beware that the walk in rate is sometimes more than pre booking.

Ya...go during Songkran...make sure you are there during the 1st few days. You can go to Khao San to play water. Damn fun!!! Later during the Songkran week....most ppl travel to pattaya to continue the party...

Just make sure you try to avoid those pick ups with the big water tanks when walking along the road...unless u want to get drenched :). Worst thing is when you are dressed up for partying and you get drenched before you enter the club...but overall very fun experience. Enjoy...

Have stayed at the White house as well and it is really nice. The only downside for us was the breakfast that we were not too keen on and the fact that the rooms have no balconies. Apart from that everything else was lovely. The Amari on Chewang is good as well. A good medium priced place in Lamai is the Lamai Wanta. Right on the beach.
There is an Amari in Phuket (coral reef) that is off side to the infamous Patong night life.
The options are so varied look on sawadee.com for reviews and prices to give you some idea and them come back here and ask about specific hotels I am sure that someone will be a able to answer you.

Songkran sounds like fun, i might have to have a look.

I'll look into some places to stay
and I'll get back with some ideas and maybe someone might
have more info or personal experience on some of the places.

Once again thanks for the help and i might start a new thread on the hotel side of things.
