As far as I am concerned Cellphones now work to the same International standards, just maybe one of two signal type / frequency variations. So I do not understand why your Dubai phone would not work in Australia unless you did not have a certain network feature activated there. This can be the case as I have had problems with datalinks using mobile phones where some country's carriers do not enable the data able network side unless you ask them. I see absolutely no reason why a phone bought in Tibet wouldn't work in Peru, so I am sure a phone you buy in Thai will work in Aus!
