Default fishing law ?

hi everyone, i'll be at samui, koh pangam, koh tao in a few days and i still cant find info about fishing at these areas. i intent to go snookering and i am interting to catch some fish if posibal. my question is: does enyone know for sure if there is a law that do not alow us to do that, cos 2 years ago we asked the locals and they told us that we are not alow to do underwater fishing.

most coral reefs (as in for snorkelling) are going to be protected by law and even if they are not, I do not think you should spear fish these days for "sport" anyway, sorry.
