What you say is right and I have put an invitation on the new forums for anyone who wants to start a new country (to take control over it as moderator, etc.). The problem is first to get the existing countries covered going, or having many inactive forums will have a negative effect. I know as I have done this before. I built a large site (many forums) with many facilities and had very few users, but tons of spammers (work to maintain it). The thing is unless you have a community of users already, it is hard to start such a thing. So just putting up a forum for say Malaysia would only work if your existing community wanted it or you could bring another community to it. Hope this makes sense. But I do agree.
