simply because its a sea and not a gulf, both will have good and bad days, but seas are consistantly better. i like seeing my feet when in the water at chest height. kata beach, and phi phi waters are crystal clear along with khao lak (during season). been to samui (just off season, and water didn't impress me at all, and have read where others agree).

just to confuse you, one of my favorite beachs is thung wua lam, just north of chumphon, gulf side, consistantly crystal clear water, just down from bang saphan, i give mixed review, just down from hua hin, which on the same beach area is completely different. main beach at town center is not good at all, but at southern end near large buddha, crystal clear, but shallow.

you are going to get mixed opinions on this, but by nature, a sea will be better than gulf. many factors will come into play, season, rainy or not, proximity to city, rivers or any type of runoff from land water sources. islands of course should be better than, tao gets mixed reviews, raves to great disappointment.

for me, if swimming, i want to see 3 meters visability at the beach. if snorkeling or diving, anything less than 15 meters isn't worth my trouble. i usually won't dive unless i expect 25 meter vis.
