Officially you always need to carry a passport (or Thai ID card if you have one), just as you always need to carry identification in most, if not all these days, western countries.
I have never seen this law enforced for a laundry visit, but in bars, especially in Bangkok and Pattaya, they tend to sometimes check ages or drug use of the guests. So while going to that kind of bars, a passport would make sense.
