Kata Beach is nice and quiet with still the right blend of shops bars restaraunts and day spas to keep it self contained. The beach there is spectacular with the Kata beach Hotel being one of the few beach front hotels as the rest have a road to cross. That time of year would be perfect for weather in Phuket/Kata and it is very child friendly.
I also love Samui but Dec can be hit or miss weather-wise.Also in Samui, the best beach location is also by far the busiest, so if you want a quieter place it may not suit.
