The 0011 code is the Oz country code which you need to dial to make international calls - it's the EXIT code and you have to use it whichever way you make an overseas call.
A cheap way to call Bangkok (or anywhere else for that matter) from Australia, is to go to your local post office, newsagent or corner shop and buy an international phone card. These come in $10, $20 etc. denominations.
To use one of these you will still need to dial the 0011 number...first dial the phone number on the card (this is the phone line provider's phone number which links you to their overseas line-space), then key in your password (written on the card) and then dial 0011 followed by the Bangkok number. A bit of messing around but it will be a lot cheaper than just making an IDD call using Telstra or Optus etc.
