I wouldn't think about taking a taxi to Chaweng, that would cost too much. You just need to get on to the island, when you get there you can take a songtaew to any beach you like. If it was me I'd make my way to the nearest tour & travel shop in Surat and find out when the next ferry leaves (either from town or Dondak) and book a combination van/ferry ticket.
