I don't know about the packages but there are a few cheap ways that I know of to get to HK from BKK.
1. The way I've done it is GulfAir - less than 9000 baht return ticket.
2. Other cheaper airlines - Thai Oriental (or is it Oriental Thai???) Don't know their current charges, but probably around same price as Gulf (and Gulf is better).
3. I don't think the real budget airlines (Air Asia etc.) fly into HK as it's a very expensive airport for airlines to land at, so they go to Macau or Shenzhen (China..right on the border from HK)
So you could take a budget flight (Air Asia I think) to Macau and then get the ferry from Macau to HK - about an hour's trip and just over 300 HKD (return). This is not as convenient as a direct flight, but Macau is an interesting place.
Or.......
4. Get the budget airline to Shenzhen, spend a bit of time there buying the incredibly cheap goodies/duty-free stuff and then get either a ferry or train for the hour trip to the middle of Hong Kong. If you go by train,get a first class seat (well worth it and costs only 60HKD) Sorry don't know fares for most of these options, but an internet search should help you and then you can weigh it all up.
