While nobody can predict what the weather is going to be months from now, I can tell you my wife and I had three wonderful weeks in Thailand last October. We arrived late at night, just made it to our hotel, and a huge electrical storm came through Bangkok.
Next morning we awoke to a clear, crisp, and cool Bangkok, with the sun shinning brightly. Turns out that was the worst of the weather for us. While we did encounter a few days of showers, only once did it affect our program. We were prevented from walking the Hellfire Pass, but we did see the museum.
We encountered some showers once or twice in Phuket, but it didn't affect us. They lasted a short time and were gone.
I'm not an expert on Thailand, but I believe Oct. is toward the end of the rainy season. We would not hesitate going back to Thailand in October. There are good hotels rates and good shopping this time of the year in Thailand. The trade off is you may have a little or a lot of rain.
