October is a changeable month. The south-west monsoon is swapping with the north-east. You could get a lot of rain but you will get some sunshine too. Personally though, if there is a choice, I would aim for another time. Say late November (although you could still get some rain) or early December before hotel rates rocket. The best time weather-wise is Jan - March.
Having said all that I have been to Phuket in October and yes it rained and yes it was cloudy but we still had a good time.
