also don't forget to include penang and malacca for cultural n historical sites, as for local food, i think penang offers a large varieties due to the diverse races, as the saying goes you have not experienced penang until you have tasted penang hawker foods. a lot of tourists, locals included comes to penang for the food.

It's best to book in advance unless you want to be flexible with your travel schedules.

If I want flexibility, I would book Langkawi but leave Penang for when I arrive. Reason is because I know there are plenty of hotels in Penang and taxis as well so that I can move around easily. And I am not so familiar with Langkawi
