For some travelers to Bali a meal costing 10,000 IDR would demand a tip of 20,000 IDR,twice the price of the original item or "insult" if your theory is correct?

Indonesia businesses add government tax and service charge that equals 21%,most time this is factored into the overall cost.

A tip of any amount above ++ (tax and service charge) is a bonus and appreciated, not tipping at all is not frowned upon as a tip is not expected anyway.
Tipping someone with 500 IDR is going to have you shame and crazy, you better forget it. The poster ask about tipping hotel cleaners not cheap restaurant with 10.000 IDR meal. It depends on the hotel price, giving them 5.000 IDR is too low for a 100 USD hotel, 20.000 IDR is good enough.

Default Tipping

Not all businesses add a service charge. Ours does not and our staff appreciate but do not expect tips. However a tip of Rp500 would likely cause a lot of conversation... it would only buy 1 lollipop for a child or a small snack. I remember an Australian girl married to a local guy who used to send him back to place to pick up the Rp500 change a warung didn't have when she was there. Both of them were a source of much ridicule. Even a local (in most instances) wouldn't come back the next day to pick up Rp500.

We find American guests the best tippers - as they are used to tipping and usually tip at least Rp50,000 between our 3 staff for the duration of their stay the most might be Rp100,000 each. We have budget accommodation. Most people I would say do not tip. I have a sign up saying all tips paid to staff to make it clear. I am now thinking of making a tipping box... so guests can put in however much, or little they want without drawing attention to it.

And I would not say our staff don't get tips because they don't provide a good service. We get excellent reviews and feedback on service.
