Am I able to arrange transport at the airport to go to Candi Dasa?, and is there still a $50 p/p american visa charge to get into bali.

whether or not it is worth going to Candi Dasa straight away, it is about a 1 or 1 & half hour trip so if your flight is late at night I would stay at a hotel in Kuta somewhere for that night and go to CD the next morning.
The Visa on Arrival fee is $25USD and the countries that have to pay this are listed on the website of the Indonesian Embassy.
