Any of the shops along the main road are bound to be well overpriced and for gullible tourists only. When I last needed, or rather wanted to buy some silver in Bali, I really got fed up with the process of being given smarmy pulled from the air BS answers and the actual quality of sample pieces I bought (be warned, all that looks like silver may be a tad diluted with smelten dog food cans). I also wanted to buy some (actually, a large quantity of) sterling silver cutlery but decided against it as it worked out to be more expensive (once I had found someone who would agree to a silver test) then I could buy better and cheaper in Thailand or even the USA for that matter. I would really recommend you do some research on prices in whatever country you are from or in en route and do the same (Will you sell me Sterling silver on the basis we take a piece I select and get it assessed).
The best people I found for silver in Celuk were Junia Silver, Selat Street, Celuk, Ph +62 (0)361 298668 Fax +62 (0)361 298668. They actually make their own and you can see this if you wander to the back of the shop. Other than that, good luck; you will need it.
