I am not sure what you mean by "non hotel". In my experience "hotels" in Bali are often not hotels in the western sense in as much as they are quite often bungalows and there is no "lobby" etc. Or you may mean non hotel with respect to price?
Anyway, there is good diving in the north and a good place to stay nearby is Pemuteran. The "hotels" there have dive centres nearby. We stayed in Pemuteran in August at Taman Sari which is one of the 3 (or 4?) "hotels" in a row on the beach. We stayed at Pondok Sari 3 years before.
