I means a more senior male or a father and is short for "bapak". It is used when addressing an older man, that is, a man that is old enough to be a father.
I have a friend who is known in Bali as "Pak Bintang". He claims it is because they think he is wonderful, a "star". While I agree that he is wonderful I also know that he has a good appetite for Bintang beer. :-)
