We always bring our own snorkel and mask. But most places have them for rent. Can't speak for the rest of Bali, but the snorkeling in Amed area was good. Not as great as Hawaii or Caribbean, but good. I would recommend that you either have a car or motor scooter to go around to the different bays/beaches, or rent one when you get there.
