The funny things are, no-one makes a bean from 1, so it is simply about turnover. And the only reason rack rates exist IMHO is so hotels / travel agents can say "The rack room rate is US$3000 per night plus tax, plus service charge, plus breakfasts, plus bathroom water. But we can give you our special rate of just US$80 a night all included!".
