It's a standard practice all over the world. Perhaps not in Australia. There are different rates structure depending on nationality or more specifically tourist markets. Perhaps if you look up the rates for Indonesians or Indonesian permit holders, you'll be even more shocked. Which is why whenever I travel abroad on business, I always get my local counterpart to book.In Bali, it didn't always work out that way. In the 80's and early 90's, I had to pay a higher rate than Europeans or Australians. To make it worse, certain hotels (I won't go into details of which) quoted a much higher rate for Asians to maintain an exclusively caucasian clientle.
Possible reasons why on Asean (not Asian) tourists pay a lower rate:
1.) The demand is pretty constant year round regardless of the weather or season.
2.)The demand is pretty constant regardless of the political situation. I was there 2 weeks after the Kuta bombing and the flight from KL was choc-a-block.
3.) Their currencies are generally much cheaper than the Europeans, Australians or America. If you quote too high, they stay elsewhere.
