If the travel agent is legit (ie not trying bait and switch by offering a price they can not sustain only to say "sorry, this hotel is full, but we can get you into this even nicer hotel called "The Cockroach Inn" for the same $), it is because the wholesalers get an allocation of rooms at the price they do. Even if they are legit, I think it is fraudulent for them still to say the hotel is full, but they nearly all do this. What they should say is "Our room allocation has been filled".
