I just dont get it

I`m off to bali in a few days, then Doh!! mother in law wants to come with us at very short notice she was trying to stay at the Jayakarta hotel (which the misses and I are staying)but the travel agent said the all rooms are booked out. But Ive contacted the Jayakara myself and they said they have plenty of rooms. Why is it the wholeseller of the travel agent is saying that the resort is full where I know it isnt. Mother in law is on a very tight buget so we carnt take her with us and pay upfront which it will cost 4 times more than the travel agent. Any ideas
