The coast from Kuta to Seminyak can be unpredictable, and may not suit a young swimmer. Perhaps you could consider Nusa Dua / Tanjung Benoa, as Benoa has some Watersport and hire facilities. A Taxi from there to Waterbom would take about 30 mins, cost maybe $6.
Not so sure about "non resort" accom, but perhaps someone else can comment (I believe that L.W.T.T.Bz. has stayed in Benoa??)
