I can only speak from a New Zealand point of view. As at last look the duty free import to Bali is 1 litre of spirits per person, and it is certainly much cheaper to buy in NZ than in Bali. In fact all the duty free shops at Denpasar airport were closed every time we arrived.
As a footnote, prices of spirits in regular Bali shops is prohibitive - more than $NZ60 for aa 750ml bottle of gin.
There are a couple of local winemakers on the island, flogging very inferior wines at around $NZ25 a bottle. You will find them easily on the web.
If all else fails and you can stand the taste, try the local brews distilled from bananas or coconut. Very potent, very cheap.
