is that the Indonesian and Balinese police are mutts in every sense and can do nothing for themselves (except their wallets) plus get little co-operation from people like immigration, who are also mutts. You look at every major terror cell or drugs bust and it came / was lead by Australian Federal police either passing information to them or actually operating inside Indonesia, or the busts were mishandled and highly contentious (Schapelle Corby for one, drugs cases where it seems drugs were planted on them by the police in others).
