Yes we were also a bit dissapointed with koh Chang at first and wished we had gone to Samet instead! But after riding around the island a bit we found some great cheap bungalows on Kai Bae beach(Bit quite and isolated though) and had a good few days there,was also close to the fishing village,but alas even the high rise building work had spread to there and i think the bungalows have now become part of a much bigger development!
The main strip at white sand beach was constant jack hammers and cement trucks and I dont think I would bother with Chang again.
That is what I meant about Samet being low rise and unspoilt if you can call it unspoilt,there is no major building works going on along the beach and although crowded somtimes I have never had to remove sombodies left beach towel to free up a beach chair.
