I am a critic of food generally in Bali, but the Living Room is somewhere special and I would make a reservation, yes. Suggest the frogs legs; really, go Balinese / French and forget the label. You should be OK with taxis and the Living Room as they can organize metered or the other type of cabs. It really is not that long to Tegal Sari anyway.
